What happens when a supervision system stops trapping people in cycles of punishment and starts creating real pathways to success? Across the country, REFORM Alliance is helping answer that question through bipartisan reforms that are strengthening public safety, reducing unnecessary incarceration, and helping people rebuild their lives. In 2025 alone, REFORM helped pass legislation impacting more than 188,000 people nationwide, advanced the federal Safer Supervision Act in Congress, and expanded coalitions and advocacy efforts in communities across the country.
This report highlights the people, policies, and partnerships driving that momentum forward. From justice-impacted advocates leading reform in their own communities to Gen Z organizers mobilizing students nationwide, REFORM continued building a movement rooted in evidence, accountability, and second chances. Inside, you’ll find stories of lives transformed, major legislative victories, and community-based initiatives focused on employment, reentry, and public safety.
