For the first time ever, the world is coming together to establish a universal standard for supporting individuals returning home from prison or subjected to non-custodial measures (including probation, supervised release, and other forms of community supervision). REFORM Alliance is proud to have led the charge in creating this groundbreaking human rights-based approach to social reintegration (often referred to as “reentry” in the U.S.) in partnership with a core group of United Nations member states led by Costa Rica and an international coalition of NGOs including INHR, Perseus Strategies, and Penal Reform International. Until now, there have been no universal standards guiding what happens after incarceration or during or after non-custodial sanctions.
