REFORM Applauds NJ Gov. Murphy ‘s Pledge To Overhaul Technical Parole Violations
Technical parole violations are among the most costly and counterproductive drivers of unnecessary incarceration in New Jersey.
In response to Governor Murphy’s commitment during his final State of the State Address to tackle parole reform this session and reduce prison admissions for technical parole violations while prioritizing public safety, REFORM Alliance offered the following statement:

As a New Jersey resident and advocate for smarter public safety solutions, I applaud Gov. Murphy for his commitment to strengthening our state’s parole system and reducing unnecessary incarceration from technical violations. By addressing this critical but often overlooked issue, the Governor continues to build on his legacy as one of America’s most forward-thinking leaders on public safety. This will be an important step toward creating a more effective justice system in New Jersey that keeps our communities safe and supports real second chances.

Technical parole violations are among the most costly and counterproductive drivers of unnecessary incarceration in New Jersey. Recent data shows that nearly two-thirds of people on parole who return to prison aren’t sent back for committing new crimes, but for breaking minor rules (like missing a meeting) that pose no threat to public safety. Many of these reincarcerations occurred within the first year after release, a critical time when individuals are rebuilding their lives and getting acclimated to complex supervision rules.
Incarcerating people for technical parole violations costs New Jersey $90 million every year while diverting valuable resources away from addressing genuine public safety threats. It also undermines the progress individuals returning home from prison have made as they work to maintain employment, participate in treatment, and reconnect with their families.
Our experience working on this issue in dozens of states across the country has shown that smarter, evidence-based solutions can maintain accountability, protect public safety, and support successful reentry – all without upending lives.
We are grateful for Governor Murphy’s leadership, and REFORM Alliance looks forward to working with him and the Legislature to make these reforms a reality and ensure our justice system upholds the values of human dignity, fairness, and public safety for everyone in New Jersey.
